April 9, 2012 Meeting Minutes
Present: WHA Chair Robert Campbell; Vice Chair Wilbur Gangaway; Treasurer Claudia D’Agata; member Don Berg; financial consultant David Berto; WHA Recording Secretary Brenda Sullivan. Absent: Laurel Millix
Call to Order – R. Campbell called the meeting to order at 6:21 p.m.
Present to Speak – No members of the public were present to speak.
Old Business – Senior Housing project:
D. Berto reported that Architect Bill Crosskey is proceeding with the input from the WHA’s last meeting and will present completed construction plans and specs for the WHA’s May 14 meeting, which allows the next steps – pricing and bidding/contractors – can begin. He also will have information regarding the “energy envelope,’ insulation and HVAC, via email, prior to the May meeting in order to get feedback from the WHA.
R. Campbell reported that at the last Planning & Zoning meeting the application was approved and all outstanding requirements have been met.
D. Berto said Engineer Eric Peterson (Gardener and Peterson) drafted a proposed lease line between the construction area and town land. R. Campbell asked to have the line redrawn to include town parking spaces in the rear. D. Berto said HUD has to approve the lease line. He added he will work with Crosskey and E. Peterson to create an integrated set of site and architectural plans and specs, and will ask Peterson to define what scope of work can be done with the town funds (separate from the Economic Development Initiative, EDI, funds).
D. Berto asked where the Willington Board of Selectmen stands regarding making a decision about requests made by the WHA in connection with this project. Berto said he is scheduled to talk by phone with First Selectman Christina B. Mailhos regarding the tax structure for the project, and noted Mailhos and the assessor have an idea of an approach the town could use.
R. Campbell asked D. Berto to continue to contact the First Selectman’s office until there is progress and noted the WHA has been waiting since November 2011 for a response from the Board of Selectmen to the WHA’s requests.
D. Berg said that when he spoke with C. Mailhos she indicated the selectmen didn’t like the taxing structure example from a similar project in Tolland, CT the WHA had offered.
R. Campbell said since the town is not offering to provide any services for the housing project (i.e. no mowing or snow plowing) so there shouldn’t be any taxes.
C. D’Agata reminded members that the assessor holds office hours only on Mondays and Thursdays. R. Campbell asked D. Berto to tell him if he meets Thursday with the assessor and he will try to have a WHA member at that meeting, as well.
D. Berg said he’d like more information from B. Crosskey about the price of “sleepers” for the concrete floor on the lower level. He said he would email Crosskey about that and insulation questions.
There was discussion of the WHA meeting dates for 2012. D. Berg moved to approve the following dates, seconded by C. D’A’gata; approved unanimously (all regular meetings begin at 6 p.m. at the Senior Center) – Jan. 9, Feb. 13, March 12, April 9, May 14, June 11, July 9, Aug. 13, Sept. 10, Oct. 15 (Oct. 8 is Columbus Day holiday), Nov. 19 (Nov. 12 is Veterans Day holiday observed), and Dec. 10, 2012.
New Business – D. Berg reported that he attended a Freedom of Information workshop.
Approval of Minutes – D. Berg moved to accept the March 12, 2012 minutes as corrected, seconded by W. Gangaway; approved unanimously.
The corrections are:
Lines 166-168 – B. Crosskey presented different options for 2x6 walls, insulation and their R-ratings, with WHA members preferring R-21 fiberglass with half-inch foam on the outside, depending on funding.
Lines 183-185 – B. Crosskey recommended two-ply, 30-year architectural asphalt shingles. He also recommended a “weathered wood” color, which is a gray-brown. There also was discussion about increasing the extended warranty on the singles.
Treasurer’s Report – C. D’Agata submitted the report which indicates a balance of $5,521 – the only expenditure being for the recording secretary services. She said she will remind D. Berto to ask about moving the secretarial funds.
Correspondence – A March 22, 2012 letter from E. Peterson of Gardner & Peterson Associates (Tolland, CT) to the CT Department of Energy and Environmental Protection (DEEP) Sanitary Engineer Ramona Goode, Bureau of Materials Management and Compliance Assurance/Water Permitting and Enforcement Division in which E. Peterson requests approval for a change in the conveyance system to connect the new 24 apartments and existing Senior Center to the leaching field via a pumping station located to the north of the Senior Center.
R. Campbell noted he may not be able to attend the May 14, 2012 WHA meeting.
